The bill about sumptuary tax will be introduced to the Russian State Duma in 2013, Vladimir Putin reported in the course of the “straight line” with the citizens of Russia and answering the question of a citizen of Bashkiria. The head of the Russian Government said he considered such approach correct.

“Our citizens often raise the questions concerning the 13%- personal income tax” - Vladimir Putin mentioned - “But when this tax was differentiated , the levying of taxes was much lower than now. In 2010 the collection of personal income tax has exceeded all revenues of the federal budget-2000. And, on the contrary, when we differentiate this tax, businessmen stop paying people honestly and prefer “gray” salaries. All that strikes honestly earned high wages, including the medical sphere. We have the unique surgeons, which earn 200-300 thousand rubles. This problem is rather difficult”.

In opinion of Vladimir Putin the solution of this problem needs social justice.

“We have to act accurately” - he said - “But the sumptuary tax is quite reasonable and necessary. For that we must have the cadastre of immovable property, the corresponding services have to prepare such cadastre in the course of the next year and in 2013 we will introduce such bill to the State Duma”.
