Bashkortostan is the first region of Russia, where the problems of housing and communal services are solved on the state level

The first gathering of the governmental commission for investigation of the situation in the sphere of housing and communal services and for complete audit of activity of houseowners associations and management companies will take place in Bashkortostan on August 4. The staff of the commission includes the representatives of law-enforcement structures, the Ministry of housing and communal services RB and the law-makers, including the deputy State Duma chairman for civil, criminal, arbitrary and remedial legislation Andre Nazarov.

“The initiative on strengthening control in sphere of housing and communal services comes fr om the party “United Russia”” – the deputy said to the news agency “Bashinform” – “According to the results of the party’s project “House-Manager” it was decided to alter the Housing Code of Russian Federation. It is expected the amendments will allow building up the system of efficient interaction between houseowners and purveyors in sphere of housing and communal services. In this connection the meeting re reforming of housing and communal services with the participation of the President RB was held in Bashkortostan in June 2011. The leadership of the region has made the decision to establish a special commission for studying the situation in this sphere and for holding a complete audit among management companies and houseowners associations. Thereby Bashkortostan is the first region in Russia, wh ere the problems of housing and communal services will be considered in accordance with the latest changes in the housing legislation”.

Andre Nazarov has explained that the changes in the Housing Code RF make it real to abrogate the contracts with the unfair management companies.

“We are facing very serious and hard work ahead” – he said – “Till the end of the year we have to check all management companies in the region, i.e. 194, and first of all we will check the most “problematic “ companies, having the highest number of complaints from the citizens. The problem of unfair companies in the market of housing and communal services is urgent for the whole of Russia. For today the General Office of Public Prosecutor RF registered 11 thousand crimes in sphere of housing and communal services. It is planned that the project, launched in Bashkortostan, will be spread in other Russian regions too”.
