Rustem Khamitov has taken part in the meeting of the governmental workgroups re delimitation of competences

On July 7 the President of Bashkortostan Rustem Khamitov has taken part in the first joint gathering of two workgroups re delimitation of competences and perfection of inter-budget relations, held in Moscow under the chairmanship of the deputy Chairman of the Government RF Dmitry Kozak and the deputy Chairman of the Government RF – the Plenipotentiary of the President of Russia in the North-Caucasian federal district Alexander Khloponin.

The workgroups face the aim to make such management system, which would be maximally efficient fr om the point of view of social-economic development of the territories. The scheme of the present distribution of competences and the existing structure of inter-budget relations was presented to the participants of the gathering. It was stated that it was necessary to determine the content of the competences, belonging to every level of the public authority in the country.

“The problem includes certain contradictions between different power levels and we have to remove them”- Dmitry Kozak said – “The matter is the rise of responsibility for every level of power for the territorial social-economic development, beginning from a settlement and finishing with Russian Federation in a whole”.

By July14 all regions of Russian Federation, municipalities and federal executive power bodies should submit their proposals on delim itation of competences and perfection of inter-budget relations to the Government of Russia. The next gathering of the workgroups is scheduled on July 22. The plan of actions on all questions discussed should be ready by the end of the year in order these initiatives would become a reality beginning from January 1, 2013, after passing the corresponding bills, the public affairs service of the President RB reports.
