The rights of mentally ill patients are violated in Bashkortostan

The rights of mentally diseased patients as well as the rights of the maintenance staff at hospitals and hostels are violated in Bashkortostan, as the ombudsman for human rights RB Rim Kaumov reported at today’s gathering of the State Council-Kurultay-RB. These violations are mainly connected with maintenance, meals and treatment of such patients.

“For example, only 62 rubles per day was allocated for meals of mentally ill people in 2010 and only 54 rubles – for medicines, though very expensive. With such financial standards organization of normal treatment and meals is nearly impossible”.

More than five thousand patients are found in 16 psychoneurological hospitals RB today. According to the normative standards the sanitary area for every patient should make up seven square meters but at the majority of such institutions this index doesn’t exceed four-five square meters per one patient. Besides, in many psychoneurological hospitals such important aspect in life of their patients as involving in labor activity is ignored. For people with the defects of intellectual development such activity represents an inseparable part of the recovering process. But the auxiliary farmings under the hostels were recently liquidated.

This problem concerns rather wide circle of people. Thus, more than 114 thousand people are found under observation by the psychiatrists in Bashkortostan at present time, including 46 thousand under regular medical check-up. There are more than 14 thousand psychically ill children. According to information of the World Health Organization every fourth person in the world suffers from neuropsychic disorders.
