The delegation RB has taken part in the all-Russian forum in Izhevsk devoted to informatization of municipalities and inculcation of electronic services for population on the municipal level. Participants of the forum have discussed numerous questions concerning inculcation of the electronic municipal systems, including optimization of the municipal budget expenses, meant for IT infrastructure; electronic state and municipal services; training of specialists for municipal informatization; principles of efficient formation and functioning of municipal IT-services; the rise of efficiency in interaction of different branches of power for solution of the problems in sphere of municipal and regional informatization.
The exhibition of various technical devices was dated to the forum. Many IT-companies presented their designs and at that it was stated that if the regional authority pays for the software, it will be delivered for the municipalities free.
The participants of the forum have indicated several existing problems in sphere of municipal informatization: the first problem is the absence of efficient economic model for inculcation of electronic services both on the regional and the municipal levels; the unsatisfactory level of scientific support for municipal informatization; the lag of the legislative base in this sphere and the absence of well-trained specialists on the municipal level.
The executive director of the Association “The Council of municipal formations RB” Rustam Iskhakov says the forum in Izhevsk has become a good stimulus for further development for the delegation RB.
“We came to Izhevsk first of all to communicated with our colleagues, working in sphere of electronic technologies and, second, to get to know the projects, offered by the specialists from Udmurtia, better” – he said – “We especially like the idea of one general center, designing the model programs for the municipalities because in this case we may be certain the local incoming information can be easily integrated. In a whole the forum has become a good incentive for all of us”.
