Rustem Khamitov: “We have no right to leave people without housing”

Bashkortostan holds the 56th place among Russian regions by supply of population with housing, the President RB Rustem Khamitov said, taking the floor with the annual Message to the State Council RB on Tuesday. According to him if people have nothing to leave in, the Republic will hardly be able to change the situation with the birth rate.

“Unfortunately the present situation in the building industry doesn’t make us happy. In 2010 the drop of the house building volumes has made up almost 15% and first of all it happens because of the situation with the ground areas” – the President RB said – “The supply of our builders with the constructible surfaces is practically stopped but we still have enough lands in the Republic, so we have no right to leave the construction companies without their business and people – without housing”.

The President RB has stated this problem should be solved immediately. The Government RB worked up the proposals on alteration of the land legislation, providing serious preferences for the builders when allocating the constructible surfaces for future cheap dwelling.

The President of Bashkiria has also raised the problem of supplying the construction companies with necessary infrastructure and the problem of social hypothec development. In his opinion the engineering infrastructure for economic class housing has to be laid on the shoulders of the state.

“We mustn’t fully impose these costs on the builders because finally it costs the buyers a pretty penny” – the head of the Republic stated.

As for the social hypothec, 450 million rubles are laid in the Republican budget-2011. This means is called to subsidize a part of the hypothec credit interest rate. This step has to make social hypothec more available, the President RB mentioned.
