President of Bashkiria suggests that Bashkiria should develop in intense way

Bashkiria has practically exhausted its potential of extensive growth, as the President RB Rustem Khamitov stated. In such situation the regional Government has to put the already available economy in order and to make a new intensive model of development.
“One of the main aims for today is the rise of efficiency, using already available resources” – Rustem Khamitov said, taking the floor with the annual Message to the State Council RB – “We have to become more diligent masters. Not long ago the Russian Audit Chamber has checked the execution of the Republican budget for the last two years. The volume of ascertained violations exceeds 20 billion rubles, though our annual budget makes up slightly more than 100 billion”.
In opinion of the President RB this problem can’ be solved just by the dismissal of several functionaries. The great volumes of the resources Bashkiria possesses don’t take part in the economic circulation. More than a half of the lands aren’t yet registered as property.
“It is not quite clear whom these lands belong to” – Rustem Khamitov said – “Sure, if the land is not registered, it isn’t involved in the official economics”. Same situation is observed with the forests. Timber industry as if absents in the official economic life, but in reality Bashkir lands are deforested very intensely. The colossal earnings of this branch remain a mystery.
Very unfortunate situation is observed in Bashkiria with the state unitary enterprises. These enterprises often enrich the top managers but don’t bring incomes to their main owner – the state.
“It is quite clear the problems with registration, control and use of state property and budget means are innumerable” – the President RB said – “And reducing the state management to simple distribution of means looks highly unwise in such situation”.
