Dmitry Medvedev is speaking with the Message to the Federal Assembly

The President of Russia Dmitry Medvedev is for the third time introducing his annual Message to the Federal Assembly now. The leader of the state is setting out his position for the nearest future and informing the public about the already adopted important decisions.
The Message is a program document, giving the society the guidelines what problems in opinion of the President RF considered prior and what is the mechanism of their solution. Dmitry Medvedev has already addressed himself to the parliament twice – on October 5, 2008, and on November 12, 2009. His forerunner on the Presidential post Vladimir Putin has addressed himself to the Federal Assembly eight times. The first President of Russia Boris Eltsin has taken the floor before the parliament with the main theses six times. For the first time the Message of the President to the Federal Assembly has been declared on February 24, 1994.
