Eugene Bylin: land relations have to be transparent

Wide public discussion on the problems of land relations, which concern everybody in this or that way, starts in Republic of Bashkortostan.
“We have to travel over the Republic much and we mainly face the complaints of citizens, business people and farmers about the undetermined rules in sphere of land relations” – the coordinator of LDPR Bashkir division Eugene Bylin said to “Bashinform” – “We insist that the lands for individual house-building should be allocated to any person, who would like to erect own cottage and it seems the state meets its citizens in their desire to acquire land lots half-way. Thus, the federal law N159, which permitted small business to redeem state and municipal property, found on long-term lease, has been passed in 2008. This law has been passed in order to let the business grow stronger, to fill the local budgets due to such sales and to enliven the bank credit sector. But the heads of local municipalities either ignore this law or obey it just partially and as a result the businessmen have to protect their right to redeem the lands with the help of the courts”.
Another problem is the problem of the lease itself, Eugene Bylin mentioned. Now the lands are leased as a rule for a short period of time, the land registration procedure is accompanied with the numerous bureaucratic delays and there is no guarantee that if a person, leasing the land area for the term of 10 years and investing, say, about 500 thousand rubles to its provision with necessary facilities, will get the chance to prolong the lease after these ten-year term is over. So one may ask, is there a sense to invest money to something, what in a certain period of time you can be easily deprived of?
“Sure, the sale of lands is the problem of state level and any land lot, even at ten hectares, represents a piece of the Republican territory as well as of the country in a whole” – Eugene Bylin said – “So it is important that our land wouldn’t be sold out aside and it means the land auctions should be absolutely transparent. We have to take care that the land areas wouldn’t be sold out to other regions through the dummies”.
