President of Bashkortostan supports Paul Astakhov’s idea concerning lump-sum benefits to foster families

The President of Bashkortostan Rustem Khamitov supported the idea concerning establishment of the lump sums to the foster families fr om the Republican budget. Rustem Khamitov said about it in the course of the meeting with the ombudsman for children’s rights under the President of Russia Paul Astakhov, found in Ufa on a work visit.
As M-r Astakhov said, there are more than 700 thousand children, left without parental care, in Russia now. “The state spends from 300 thousand to 1,5 million rubles for support of one kid per year. Taking into account that the family is considered the best form of education, I suppose it would be quite correct to place these children in the foster families, paying the lump sums to these families” – the children’s ombudsman has explained.
Paul Astakhov sited Kaliningrad region, wh ere the foster families received up to 600 thousand rubles, as an example. The President of Bashkortostan Rustem Khamitov has mentioned the possibility to introduce such payments will be considered in the nearest future – in the course of the Republican budget projecting for 2011.
The ombudsman for children’s rights has positively estimated the Republican program for construction of new kindergartens and for returning of earlier re-profiled ones. The budget RB will spend 9,5 billion rubles for erection of these pre-school institutions.
“About 50 thousand kids stand in the queue for the vacancies at the kindergartens. In the nearest three years we intend to open about 30 thousand new places, thus removing the problem” – Rustem Khamitov mentioned.
