The problems, which are considered chronic for the whole of Russia, aren’t left without attention in Bashkiria, the ombudsman for children’s rights under the President of Russia Paul Astakhov said, talking to the journalists after the meeting with the President of Bashkortostan.
“I mean the problem with kindergartens first of all” – he explained – “Because I saw so many negative applications in the children’s homes, caused by the fact that a mother can’t place her child to a kindergarten and so sends him (her) to the nearest children’s home. Such situation is inadmissible and I insist that kindergartens have to be erected, opened and returned everywhere”.
Paul Astakhov has mentioned there is the corresponding program in the Republic, aimed at solution of this problem, and the President of Bashkiria Rustem Khamitov has confirmed that 9,5 billion rubles, meant for erection of new kindergartens and to returning of the old ones, have to be allocated by the Bashkir budget in the nearest future.
“In the course of the mass privatization people have happy-go-lucky squandered the whole social sphere” – the ombudsman for children’s rights said – “Now it ‘s time to gather stones: the kindergartens have to belong to children and not to the tax inspectorates, the Federal Bailiff Service, public prosecutors and custom officials, often occupying these apartments”.
