At the III congress of municipal formations the President RB Rustem Khamitov has set the task before the heads of the municipal administrations to work up the strategy of way out from the state of chronic budget shortage during three months, since nearly all Republican municipalities are subsidized from the Republican resources except Ufa, Neftekamsk, Salavat and Kumertau.

“It mustn’t be a report or bureaucratic formal reply but the plan of actions with the terms, expected results and indicated sources of financing” – the President RB said – Sure, nobody expects an economic miracle and that all problems will be solved in a moment but we have to understand how to fill the municipal budgets. The exact positive dynamics has to be understandable too – how we are going to turn from 20,30,40% to 50,60 and 70% of the budget due to our own resources”

According to Rustem Khamitov certain positive dynamics is already observed: “As compared with the beginning of the year the incomes of our municipalities increased by 18%” – he mentioned – “I hope this growth will be stable. I insist the regions have to be completely self-sufficient”.

Rustem Khamitov cited the data about the ratio of the expenses of the Republican consolidated budget, making up about 100 billion rubles: 30 billions is spent for education, 20 – for health protection and other 26 – for various social needs. Only one fourth of the budget is left for construction of roads and infrastructure and for making the acceptable living conditions in the Bashkir settlements.

“This budget can’t be called the development budget” – the head of the Republic said – “We need 150-200 billion in order to move further. But these sums can appear only as a result of our labor activity and as a result of appearance of a new taxable base. We have to solve this aim self-dependently: we have working people, natural resources and efficient productions. We have the authority, able to form the legal field for this activity, making favorable conditions for labor activity and for making money”.
