Public hearings on perfection of the legislation concerning the civil service took place

Today a public discussion of research results of legislative execution in the sphere of the civil service took place in the Administration of the Ministry of Justice of Russia in Bashkortostan.

The scientists-jurists, independent experts on corruption, representatives of the Ministry of Justice of Bashkortostan, representatives of lawyer community, notariate, public organisations took part in it.

We should mark that monitoring was held from May till June in order to support the federal program «Reforming and Development of the Civil Service in Russia».

Three statutory acts in this sphere were investigated: the Federal laws «Concerning the civil service in the Russian Federation», «Concerning corruption counteraction» and the Decree of the President of Russia «Concerning checking reliability and completeness of the data submitted by citizens applying for replacement of federal public service posts, and by federal civil officers, and observance by federal civil officers of requirements to office conduct».

Practice of realisation of these documents was studied taking into account the public opinion.

It was underlined that at the federal level the issues connected, in particular, with the state provision of pensions for public sector workers, their vocational training are not settled yet. The procedure of rotation of posts is not defined, the Summary register of the civil employees is not kept.

By results of sociological interrogation, the majority of respondents consider low wages of public sector workers as a principal reason, which leads to infringements of the federal legislation. Among other negative factors, the interrogated persons named legal nihilism of citizens, absence of the due control over officials and lack of legal culture at public sector workers.
