Murtaza Rakhimov: Power intensity of the gross regional product in Bashkortostan dropped by 13%

Realization of the federal law “Energy-saving, the rise of energy efficiency and alteration of the legal acts RF” was discussed by the heads of the regions in the staff of Volga federal district on April 27. The meeting was held in the video-conference mode and the President RB Murtaza Rakhimov was taking part in its work.

“We have to gather for this meeting since the new law contains several clauses which should be solved in 2010” – the Plenipotentiary of the President of Russia in Volga federal district Gregory Rapota said, opening the meeting.

“The aggregated cost of all actions on energy-saving will make up more than three billion rubles” – the Plenipotentiary said – “It is clear there is no such means in the budget. The law presumes the attraction of private means through direct energy service contracts and the Russian Power Engineering Agency is established for rendering the methodological assistance to the regions”.

Several regions of the Volga federal district develop various pilot projects on realization of the energy-saving technologies. Thus, the program “Small complex power engineering” is under development in Republic of Bashkortostan. It presumes the usage of the equipment of local enterprises and of JSC “UMPO” in particular when designing the objects of small power engineering.

“The problems of energy-saving are one of the prior directions in development of our economics” – the President RB Murtaza Rakhimov underscored in his short speech- “We’ve worked up the program “Energy-saving in 2003-2005” still in 2003. As a result the power intensity of our gross regional product dropped by 13%”.

At present time the Republic is developing the same program for 2008-2012. Thanks to it the consumption of the main fuel-energy resources has reduced by 5% in 2009 in more than 74 municipalities and 95 budget organizations.

“According to the federal law the annual lowering of energy consumption should make up at least 3%” – Murtaza Rakhimov said – “But beginning from 2008 we set even stiffer index for the organizations, financed from the budget – at least 5%”.

At the same time the head of Bashkortostan mentioned that when making the federal law a reality the Republic faced several problems. The equipping of all facilities with the energy metering units till January 1, 2011, demands serious financial expenses. The President RB suggested using the saved means, meant for the payment for housing and communal services, as one of the resources to cover these expenses.

The workgroup for realization of the federal law will be formed in the Volga federal district before May 5 and its staff should include representatives of all regions in the staff of the Volga federal district.
