Problems and prospects of modern federalism were discussed in Ufa

The international scientific-practical conference “Modern federalism and prospects in development of the state system RB: the comparative analysis”, devoted to the 20th anniversary of the state sovereignty Declaration RB, has taken place in Ufa today, organized by the State Council RB, the executive committee of the World Bashkir Kurultay (congress), the Academy of Sciences RB and by the Institute of law under the Bashkir State University.

Speaking about actual problems of the multinational federative state the deputy Prime-Minister of Government RB, Minister of culture and national politics RB Ildus Ilishev said that “The question concerning the Russian federative structure is of paramount importance for Bashkortostan as well as for life and integrity of the whole Russian state. The experience of many countries, including the USA, Canada and Europe, shows the mankind has invented nothing more clever and efficient in management of the vast territories, different by their geographical, climatic and ethnic principles, but the principles of federalism”. One mustn’t forget that “first of all this is the instrument of realization of the state national politics and formation of a civil society, which also presumes the budget and economical federalism, but taking the present relations between the federal center and its regions into account it is difficult to talk about real federalism now” – the Vice-Premier stated and added that “The scientific community should be open-hearted in those problems and threats modern Russia faces. The vector of federalism development is the constructive way, contributing to development of the real federative state”.

The active Plenipotentiary of the President of Tatarstan under the President of Russia, doctor of political sciences Michael Stolyarov told about certain problems of the federative relations at the present stage. In his opinion “it is too difficult to advance the principles of federalism in the country today but at that there is other alternative for development of Russia in a whole”.

The approval of the resolution, marking the actuality of federalism development in conditions of modernization of both the authority and the society, has become the result of the conference.
