Seminar for the problems of children’s rights has taken place in Ufa

The seminar, devoted to the problems on protection of children’s rights with the participation of state, municipal and law-enforcement structures, patronizing protection of motherhood, fatherhood and childhood, has taken place in Ufa today.
The chairman of the State Council-Kurultay-RB Constantine Tolkatchev opened the meeting. According to the speaker the protection of children’s rights in modern Russia is considered one of the most actual problems, caused by evident trouble with the delinquents’ rights both in our society and in Russian families.
The first serious step towards protection of children’s interests was made in 1989. That time the UNO General Assembly has approved the Child Rights Convention. In August 1991 Bashkortostan has approved the statement “The observation of the international standards in sphere of children’s rights” (one of the first in Russia). In opinion of M-r Tolkatchev it has become a significant event for development of lawful policy in sphere of children’s rights protection.
As the speaker said, “rather complete legislative base for social support of the families with many kids, kids-orphans and kids, deprived of the parental care, was recently formed at the Republican level”. He pointed to the alteration of the law RB “The main guarantees of child’s rights” and to the amendments to the law RB “State support of families with many kids” as the example. As a result of these laws the dependency allowances were increased in Bashkortostan.
Constantine Tolkatchev underscored that “even in the crisis period Bashkortostan continues executing all social obligations of the state before people and searches for the ways to widen this support. For the last decades Bashkortostan has realized the whole complex of social measures, aimed at protection of children, motherhood, fatherhood, young families and families with many kids. The necessary social infrastructure is consolidated from year to year – we build schools, specialized hospitals, sanatoriums, sport centers and available dwelling” – the speaker reported.
“At present time there are more than 850 thousand kids at the age less than 18 in Bashkortostan” – the ombudsman RB Lilia Gumerova reported – “Children represent the most vulnerable part of our society, so they possess special rights”.
The ombudsman has expressed hope that the unified Republican database of the kids, found under difficult living situation, will be formed in Bashkortostan in the nearest future. As she believes, this measure will allow solving the problems of these children at more qualitative level. High hopes are pinned on the public assistants of the ombudsman. For today they work in 70 towns and regions of Bashkortostan.
