Zinnat Allayarov: “Special attention in the Message of President RB is paid to the rise of the teacher’s profession’s prestige”

The system of education occupies special place in the social policy of the Republic and President RB Murtaza Rakhimov laid special emphasis on sphere of education in his annual Message to the State Council RB.

As Minister of education RB Zinnat Allayarov reported to “Bashinform”, for 20 years Bashkortostan created the unique system of the Republican education, which formed its own indices in different spheres of life.

“Let’s take the building sphere for example – we have more than 1000 new and refurbished schools, in economic sphere we’ve ensured good payments for school teachers, in pedagogical sphere we give the teachers a chance to realize themselves though the contests of professional mastery, in the sphere of ideology we created the system of national education – also the unique in its own way: 14 national languages are studied at schools and we publish our own text-books” – the Minister of education said.

Special attention in the Presidential Message is paid to the necessity to raise the prestige of the teacher’s profession.

“We face such aims as the increase of teachers’ salaries, supplying them with housing and organization of their rest and recovery” – the Minister reports – “The role of a teacher, the essence of the pedagogical labor in our society and their professional and social problems will be discussed at the forthcoming teachers’ forum”.

It is also said in the documents that a modern and competitive education model should be formed in Bashkortostan and this model should meet the present tendencies in economic development and needs of our society.

According to M-r Allayarov the restructuring of the network of education institutions and the system of education is running in Bashkortostan now: “At present time the structure of the education system is gradually changing” – the Minister said – “And we are preparing for introduction of the new generation of the federal education standards, which have to be widely introduced beginning from the next year. The Ministry of education RB has to determine the tendencies of development for every professional education institution and every such institution has to find its won place in the market of educational services and in the labor market”.

Such innovation as the cluster structure (agrarian cluster, aviation-technological, fuel-energy, pedagogical, medical and other clusters) gives a chance to satisfy the needs of economics and social sphere in highly-qualified professionals.

President RB also paid high attention to the national education and to the model of the national policy, meeting the highest international standards, in his Message and preservation of the national-regional component in the system of education should play very important role here.

“By September 2010 we have to create the mechanisms of its preservation, taking the regional, national and ethnic-cultural needs of the nations, inhabiting our Republic, into account” – the Minister said – “In accordance with it the concept of the national education development in Bashkortostan is approved. The concept provides for making favorable conditions for more qualitative and full education in native languages”.
