Amirkhan Samirkhanov: social partnership is important for protection of working people’s interests

The importance of social partnership between trade-unions and executive and legislative power bodies was marked by the chairman of the Trade-Union Federation RB at the training seminar for the heads of municipal formations RB today.

“President RB Murtaza Rakhimov pointed to the significance of social partnership in his Message to the State Council-Kurultay-RB” – he said – “And today this system successfully functions at Republican, branch and territorial levels. The territorial three-sided commissions on regulation of social-labor relations are formed in all municipal and city districts and the territorial agreements are signed too”.

Besides, according to M-r Samirkhanov, the Republican agreement between the Trade-Union Federation RB, the Government RB and the Republican employers are signed for the period of 2008-2010 as well the branch Republican and territorial agreements. 96% of the organizations in the staff of the Trade-Union Federation RB are covered with the collective contracts and in total complexity 6,5 thousand collective contracts are signed in the Republic.

At the same time in opinion of M-r Samirkhanov development of the social partnership system is in many respects hampered because of the absence of primary trade-union organizations at many Republican enterprises and the most alarming condition is observed in agricultural sphere. Labor protection represents one more also very actual problem for today. “According to information of the State Labor Inspection RB 76 workers have been lost and 172 – heavily injured in 2009 in Bashkortostan during their labor activity and though these figures look better than in 2008 it is still too early to relax”.

The economic crisis badly affected the well-being of workers of all branches of industry in the Republic. According to information of local trade-unions more than 20 thousand workers at the Republican enterprises work half day through the fault of employers, 600 people are on the no-wage leave and almost three thousand workers stay idle again through the fault of employers. The crisis aggravated the state of things in the labor market and especially the situation with employment of the Republican graduates.

“The trade-union organizations try to reduce the negative after-effects of the crisis and to lower social intenseness in the society” – Amirkhan Samirkhanov said – “And we consider full employment at the enterprises and strict observation of the labor legislation, if full employment is impossible, our key aim in these conditions”.
