December 24 is the Day of Bashkortostan’s Constitution

The Constitution RB has been passed 16 years ago – on December 24, 1993. It laid the foundation of a new state construction in our Republic. The main Law determined the principal vectors of development, realized in quite concrete results – political, economical and social, achieved by Bashkortostan and determining its contribution to development of the whole of Russia.

For the first time in the history of our Republic the Constitution set the international standards in sphere of human rights and liberties. The main Law RB defined social policy, aimed at making the conditions suitable for worthy life and free development of all people as its main priority. It is not accidentally that today Bashkortostan is different fr om other Russian regions with its substantial expenses of the Republican budget for development of social sphere. The Constitution legally fixed the principles of state construction and the most important one was delim itation of competences. In accordance with this principle the system of Republican authority was transformed. For the first time the Constitution set the self-dependent legislation system, which provided legal regulation of all sides of public relations, except those, transferred under the jurisdiction of Russian Federation.

The Constitution RB creates the prerequisites for further rise of qualitative level of our legal system and for further perfection of the Republican legislation. We mustn’t forget that the legal foundation of the country consists not just of the Russian Constitution but formed by constitutions and legislations of many Russian regions and many Republican laws especially on social sphere can be used when modernizing the federal legislation.

“In the epoch of stormy changes the Constitution laid the legitimate foundation for formation of our Republic as a legal state and economically well-developed and politically stable Russian region” – President RB Murtaza Rakhimov said, speaking at the solemn meeting, devoted to the 15th anniversary of the Republican Constitution. It remains the foundation and the most important symbol of our political and lawful system, demonstrating the historical way and the achievements of the nations RB and the main achievement here is foundation of the social state with strong social policy”.
