Rim Kaumov: remedial activity in Bashkortostan corresponds to high level of social-economic development of the Republic

The level of human rights protection in any country and any region corresponds to the level of its social-economic development and this is the opinion of the ombudsman RB Rim Kaumov, who held the news-conference in “Bashinform” on the eve of the International Human Rights Protection Day, celebrated already in the 60th time: the United Nations Organization General Assembly approved the Declaration of Human Rights on December 10, 1948. This declaration is admitted practically by all countries today.
The declaration is considered the basic document of the humanitarian international law. It gave the impetus to development of the independent institute of ombudsmen in the world. At present time there are more than 100 national ombudsmen, the post of the UNO Supreme Commissar on human rights is established in 1993 and the post of the European Human Rights Commissar – in 1999.
It is interesting that Republic of Bashkortostan is the first Russian region, which Constitution anticipated the post of ombudsman by the initiative of President RB Murtaza Rakhimov. The law “The ombudsman in Republic of Bashkortostan” was passed in Bashkortostan in 1996 and Russian State Duma appointed the federal ombudsman only in 1998.
“Well-developed agriculture and powerful industry of in Bashkortostan allow observing human rights” – Rim Kaumov said – “and even the name of the Presidential message demonstrates the striving for provision of human rights: “Our goal is prosperity of people and augmenting of the creative potential RB”.
“Starting my work as the ombudsman in Bashkortostan I set the prior task to protect the least protected layers of population – children-orphans, children, left without parental care and invalids and the first check-up, made by us, was checking of children’s rights observation in the Republic. According to official statistics there are about 19 thousand children-orphans and children, left without parental care in Bashkortostan for today”. Rim Kaumov believes that whatever good the children’s home is, family is more preferable and he is happy that the number of children’s homes in the Republic comes down. More than 600 kids were placed in foster families and the law about patronage education, passed in our Republic, was one of the first such laws in Russia.
“Working with children is the huge layer and introduction of the institute of ombudsman on child rights is necessary now” – Rim Kaumov says.
“The work balance for 13 years shows the establishment of the institute of ombudsman RB was timely constitutional act and it became possible thanks to active support of the leadership RB” – Rim Kaumov summed up. He gave irrefragable answers to all questions of mass-media representatives and promised the meetings of the ombudsman RB with the press would become traditional.
