Rail Sarbaev: when solving the problems of the families, found in difficult situation, we have to get rid of formalism

Not formal but human approach is necessary in solution of problems of those families, which because of some reasons are found in a difficult situation, the Prime-Minister of Government RB Rail Sarbaev stated at today’s meeting of Government RB.

“Nobody sets unreal tasks before the managers but if there a chance to solve somebody’s problem we have to do it in the first turn” – Rail Sarbaev underscored.

In spite of the difficult economic situation Bashkortostan goes on pursuing step-by-step social policy, allocating more than 60% of budget means to support of social sphere, including backing of families, motherhood and childhood.

At the same time the number of cases of improper treatment of children increased from the beginning of the year. As Rail Sarbaev reported, 295 facts of cruel treatment of children have been registered in the Republic, 266 adults have been put on trial and 812 – deprived of the parents’ rights. 48 minors have committed suicide and this is by 7 facts more than in 2008. From the beginning of the year more than 5000 suicides have occurred in the Republic.

“I think this index characterizes the state of our society” – Rail Sarbaev said – “We have to undertake everything possible to reduce these horrible figures”.

As the deputy Prime-Minister of Government RB, Minister of labor and population social protection Fidus Yamaltdinov reported, 6209 families with the children, found in difficult situation, are registered in Bashkortostan at present time. “Along with the allowances, established by the federal legislation, Bashkortostan pays monthly allowances for children-invalids. Besides, monthly allowances are paid to the families with many children. For nine months 2009 the overall sum of the abovementioned payments exceeded 163 million rubles. About 280 thousand families with scanty means receive monthly children allowances and the sum of these allowances for nine months 2009 made more than 547 million rubles” – Fidus Yamaltdinov reported.

At present time all information on the families, found in difficult situations, is accumulated in Ministry of labor and population social protection RB. “But we still haven’t a uniform Republican database on such families” – Yamaltdinov said.

The Prime-Minister ordered to solve this problem without delay. “You have to find necessary means and to complete the work on this database during one month” – Rail Sarbaev said.

The tendency of demography improvement is preserved in our Republic. The natural growth of population for eight months 2009 made 642 children. “Our Republic is one of the first in Russia, coming out from the so-called “Russian Cross” – the situation when the death rate exceeds the birth rate”. The index of infant death rate is reduced too. For nine months 2009 it made 6,7 ppm, i.e. by 3,2ppm lower than in 2008.
