Airat Gaskarov: the supply of Bashkortostan’s budget-2010 preserves the principle of its social orientation

“The process of formation and direction of the state economic and financial policy in 2010-2012 ran in extremely intense economic conditions, which directly influenced upon the budget parameters for the forthcoming fiscal year” – the first deputy Prime-Minister of Government RB, Minister of finances RB Airat Gaskarov stated, introducing the bill “The budget RB in 2010” to the deputies. In the course of the bill’s preparation for the second reading the budget parameters have to be corrected, Airat Gaskarov warned – it is directly connected with specification of the volumes of financial backing from the federal budget and with the new tax innovations.

In such situation the overall volume of industrial potential of Bashkortostan in 2010 is estimated at the level of budget utilization in 2009 or in the sum of 208,5 billion rubles. It will provide the lowering of tax load from 29% in 2009 to 25% in 2010. 65% or 136 billion rubles will be transferred from the overall volume of intakes into the federal budget and 35% or 72 billion rubles – in the consolidated budget RB.

The consolidated budget of Bashkortostan without taking federal financing into account is forecasted for the sum of 72 billion 800 million rubles and in this sum the revenues of the Republican budget are determined by the bill in the sum of 53 billion 833 million 600 thousand rubles.

Characterizing the supply of the budget-2010 Airat Gaskarov pointed to preservation of the principle of the budget’s social orientation. The social constituent in the expenses of the consolidated budget reaches 72% or 60,5 billion rubles.
