New law for struggle with corruption is discussed in Bashkortostan
The bill “Counteraction to corruption in Republic of Bashkortostan” was considered at today’s meeting of the Committee for state construction of State Council RB in the first reading. “Our Republic is for some reason moved into the background in newspapers and TV-programs in sphere of struggle with corruption” – chairman of the State Council committee Zufar Safin said – “Though the law about struggle with corruption had been passed in Bashkortostan still in 1994 and the European Union estimated it as the sample one for other Russian regions”. The fact is that Bashkortostan is the only Russian region where such law is passed now. “The new bill, prepared by our working group, is based on the all-Russian law” – Zufar Safin said – “From one side this is a political document. From another side the bill outlines the circle of competences and the level of responsibility for every state power board so special attention should be paid to the prophylactic constituent in the document”. The main notions, used in the Republican bill, are taken from the federal law “Counteraction to corruption”. The bill gives the main principles of counteraction to corruption and the methods. The anti-corruption expert examination of all normative legal acts RB stands on the first place. Members of the Committee approved the bill and reached the decision to introduce it to the Presidium of State Council in order to include it into the agenda of the next regular meeting and passing in the first reading. According to unanimous opinion the law mustn’t become just a political declaration but it should contain precise norms and prescriptions. The main work over the bill still lies ahead after its passing in the first reading.
