Mansur Aupov: the agreement of 1919 meant qualitatively new Bashkortostan’s joining the staff of Russia

The rector of Bashkir Academy of state service and management under President RB Mansur Aupov devoted his speech at the conference “National-state formations in history and political practice of Russian federalism” to problems of political development RB from the point of view of Russian state national politics.

“Signing of the agreement between Bashkir Government and the Central Soviet power on March 20, 1919, meant qualitatively new joining the staff of Russia as a state formation” – Mansur Aupov said – “it was the state-legal and political agreement on the next terms: the adherents of national autonomy acknowledge the Soviet state system and Bolshevist government provides Bashkortostan (Small Bashkiria) with state-legal self-dependency in the form of national autonomous republic. This legal act is considered one of the main stages in political development of Bashkortostan”.
