

In November 2025, residents of Bashkortostan took out 4,130 housing loans totaling 16.2 billion rubles. Compared to October, issuance decreased by 5%, and the volume by 6%. The average mortgage amount remained at 3.9 million rubles, and the average loan term remained unchanged at just over 23 years.
However, compared to November 2024, issuance almost doubled (+97%), and the money supply increased by 133%. A year ago, the historically highest rate was 21%, while last November it was 16.5%. In November 2025, the average full-rate mortgage rate for new construction was 18.29% (18.46% in October), while for existing homes it was 19.79% (20.18% in October).
A year ago, in November 2024, the full-rate mortgage rate for new construction was 7.23%, while for existing homes it was 20.8%.
