Bashkortostan's budget revenues in 2026 will amount to 314 billion rubles.

The budget deficit is projected at 22.5 billion rubles, but the 2028 budget no longer foresees a deficit.

Bashkortostan's Finance Minister Svetlana Malinskaya presented the republic's budget project for 2026 to the relevant committee of the Kurultai. According to the document, tax and non-tax budget revenues are projected to total 239.3 billion rubles next year, 263.9 billion rubles in 2027, and 280.5 billion rubles in 2028.

Personal income tax (PIT) revenue is expected to account for 37.8% of all revenue in 2026, rising to 38.3% in 2027 and 39.5% in 2028.

Corporate income tax is also projected to increase: 21.4% in 2026, 25.9% in 2027, and 25.2% in 2028.

Excise tax revenue is projected to decrease from 19.5% in 2026 to 18% in 2027 and to 17.6% in 2028.

The same is true for property taxes: 7.7% in 2026, 7.3% in 2027, and 7.1% in 2028. Revenues from the use of state property are expected to account for 4.3% of total revenue in 2026, and 1.6-1.7% in subsequent years.

Grant receipts from the federal budget are projected at 74.8 billion rubles in 2026, 64.6 billion in 2027, and 71.2 billion rubles in 2028.

Total budget revenue for Bashkortostan is projected at 314.1 billion rubles in 2026, 328.5 billion rubles in 2027, and 351.7 billion rubles in 2028.

Expenses for 2026 are estimated at 336.6 billion rubles, 337.5 billion in 2027, and 351.7 billion rubles in 2028. Social policy spending (including health insurance) is calculated as follows: 26.7% of total expenditures in 2026, 20.1% in 2027, and 20% in 2028.

Education: 24.4%, 25.3%, 24.5%.

Economy: 17.9%, 19.7%, 20.1%.

Healthcare: 9.3%, 9.2%, 8.7%.

The republican budget deficit is set at 22.5 billion rubles in 2026, 9 billion rubles in 2027, and no deficit in 2028.

The budget bill will be considered by the Presidium of the State Assembly – Kurultai of Bashkortostan on November 25.
