

Total budget revenues for the republic next year are projected at 314.1 billion rubles, while total expenditures are projected at 336.6 billion rubles. Overall, the budget parameters have been created with a deficit of 22.5 billion rubles.
When developing budget expenditure parameters, the priority remains fulfilling social obligations to citizens. The funds allocated in the budget will ensure achieving wage targets, emphasized Acting Minister of Finance of the Republic of Bashkortostan Natalya Kalugina.
According to her, despite the difficult economic conditions, social expenditures were maintained at the current year's level and "even a slight increase is envisaged."
The budget is based on a baseline forecast for the region's socioeconomic development.
Tax and non-tax revenues to the republic's budget for the first nine months of 2025 amounted to 154.3 billion rubles. Nearly all revenue sources saw increases compared to the same period last year. The exception is corporate income tax, which decreased by 9.4% year on year to 36.7 billion rubles. This is due to a decline in profits in the oil and gas sector, as explained at a Presidium of the Parliament of Bashkortostan meeting.
Taking this into account, total tax and non-tax revenues for 2026 are projected to be 239.3 billion rubles, an increase of 2.4 billion rubles, or 1%, compared to the revised 2025 plan. This figure is expected to reach 263.9 billion rubles in 2027 and 280.5 billion rubles in 2028. Now, following a preliminary review at a meeting of the parliamentary presidium, members of the relevant State Assembly committees will analyze the budget's revenue and expenditure items.
The Bashkortostan Kurultai deputies are scheduled to review the budget law in its first reading at a plenary session on November 25.
Along with the republic's main financial document, the meeting reviewed the draft laws "On the Budget of the Territorial Fund of Compulsory Medical Insurance of the Republic of Bashkortostan for 2026 and for the planning period of 2027 and 2028," as well as a three-year forecast for the republic's socioeconomic development.
