Priority development areas residents created 1,500 jobs in Bashkiria last year

Tatyana Aksyutina

In 2024, residents of the priority development areas (PDAs) in Bashkiria invested about 3 billion rubles in the regional economy, creating over 1,500 new jobs. Since introducing the preferential regime in the republic, residents have invested over 12.7 billion rubles and created about 7,300 jobs. The First Deputy Prime Minister of the Government—Minister of Economic Development and Investment Policy of the Republic of Bashkiria Rustam Muratov presented such data at a meeting with the administrations of single-industry towns in Bashkiria.

Over 25% of Bashkirian PDA residents use a simplified taxation system.

As Rustam Muratov recalled, the republic initiated a reduction in tax rates for residents of the priority development areas using a simplified taxation system from 2019 to 2024. Currently, the investment portfolio of residents of the Bashkiria priority development areas reaches 45.5 billion rubles. New production facilities in the region are planned to create more than 12,000 jobs.

The republic has six single-industry towns with a total population of 400 thousand: Belebey, Kumertau, Neftekamsk, Beloretsk, Blagoveshchensk, and Uchaly. Five priority development areas have been created within the boundaries of these single-industry municipalities: Belebey, Kumertau, Blagoveshchensk, Neftekamsk, and Beloretsk.

For residents of the priority development areas, income tax benefits are available. Thus, the federal part is wholly zeroed out, the regional part is 5% during the first five years, and 10% in the following five years. In addition, a reduced coefficient applies when applying the mineral extraction tax. At the republican level, priority development area resident enterprises are exempt from paying property tax, and at the municipal level - from land tax. In addition, there is a reduced coefficient for the lease of state and municipal property (0.01). Residents can also expect to receive land plots without holding an auction.
