Vladimir Putin Amends Advertising Law

These measures aim to reduce the volume of loans taken impulsively without adequately considering the consequences for the borrower and his family.

Russian President Vladimir Putin has amended the advertising law. The corresponding document has been published on the official legal information portal.

The document tightens advertising requirements for consumer loans (credits) and requires the use of warning phrases. From now on, advertisements must encourage consumers to study all loan terms and familiarize themselves with them on the lender's official website.

These measures aim to reduce the volume of loans taken impulsively without adequately considering the consequences for the borrower and his family. Credit institutions can advertise such terms in small, unreadable font, which misleads the consumer.

According to the new version of the law, a warning or mention of the terms of the loan must take up at least three seconds and at least 5% of the frame area, or in other words, at least 5% of the advertising area (advertising space) in television programs, films, and video services.

The changes will take effect on March 1, 2025. Agreements for the distribution of advertising for financial services and financial activities concluded before this date must comply with the new requirements by September 1, 2025.
