All Russian regions will switch to uniform standards for utility consumption

The Russian Federation's current legislation has approved the same deadline (January 1, 2025) for the transition to uniform standards for utility consumption for all regions of the country, which are applied to premises and apartment buildings not equipped with metering devices.

Most regions of the Russian Federation already calculate utility bills using uniform standards. In the other areas, the approved regional Energy Saving Programs are taking steps in stages to ensure a smooth transition to uniform standards and prevent a significant increase in utility bills, primarily for heating.

The Ministry of Construction of Russia has developed a draft resolution of the Government of the Russian Federation, which provides for granting the subjects of the Russian Federation the right to independently set the deadline for the transition to uniform standards, taking into account the climatic features of the regions, the technical parameters of apartment buildings and elements of utility infrastructure, the structural elements of buildings and structures, as well as the conditions for the provision of utilities.

Each region must independently approve the final date of the transition by the developed Energy Saving Program. Thus, federal legislation will not limit the final date, and the transition to uniform standards can occur after January 1, 2025.

The draft Resolution of the Russian Federation, published on the Federal Portal of draft regulatory legal acts, is in public discussion. Its final version will be formed based on the results of regulatory procedures.
