Russian Prime Minister Mikhail Mishustin has determined the deputy prime ministers, ministries, and departments that will oversee the work to achieve the national development goals set by the president until 2030 and for the future until 2036, the Russian government's press service reported.
First Deputy Prime Minister Denis Manturov will ensure technological independence in various areas of the economy: the creation of means of production and automation, new materials and chemistry, and promising space technologies and services. At the same time, other deputy prime ministers will need to ensure technological independence in their areas of competence. Thus, Tatyana Golikova will oversee this activity to preserve the health of citizens (the development of domestic biomedical technologies and the formation of our production facilities to release products in the country). Dmitry Patrushev - in ensuring food security; Vitaly Savelyev - in the creation of unmanned aerial systems; Alexander Novak - in the field of new energy technologies; Dmitry Grigorenko - in digital transformation and the development of artificial intelligence.
The deputy prime ministers will also be responsible for achieving national goals in their traditional competence areas, including increasing the total fertility rate to 1.6 by 2030 and 1.8 by 2036, increasing life expectancy to 78 years by 2030 and 81 years by 2036, and reducing the poverty rate below 7% by 2030 and below 5% by 2036. The Ministry of Labor, the Ministry of Health, Sports, etc., have been appointed to achieve the national goals in the block, supervised by Tatyana Golikova.
Deputy Prime Minister Marat Khusnullin and other deputy prime ministers will supervise achieving goals in creating a comfortable and safe living environment. Among them are providing citizens with housing with a total area of at least 33 square meters per person by 2030 and at least 38 square meters by 2036, updating the housing stock by at least 20% by 2030 compared to the 2019 figure, increasing the affordability of housing, updating public transport, etc. The Ministry of Construction, the Ministry of Transport, and the Ministry of Internal Affairs, together with other federal executive bodies, have been appointed responsible for achieving the goals of environmental well-being.
Deputy Prime Minister Dmitry Patrushev will be responsible for achieving environmental well-being goals. In this area, by 2030, 100% sorting of the annual volume of municipal solid waste is necessary, no more than 50% of such waste must be buried, and at least 25% of production and consumption waste must be incorporated into economic circulation as secondary raw materials, etc.
Deputy Prime Minister Alexander Novak has been instructed to oversee the achievement of national development goals for sustainable and dynamic economic development (an increase in the volume of investment in fixed assets by at least 60% compared to the 2020 level, a decrease in the share of imports in the GDP structure by 17% by 2030). In addition, with other deputy prime ministers, it is necessary to solve the problem of sustainable growth of the population's income. This work will be carried out by the Ministry of Economic Development, the Ministry of Labor, the Ministry of Industry and Trade, and other structures.
Deputy Prime Minister Dmitry Chernyshenko is in charge of national goals to realize each person's potential, develop their talents, and raise a patriotic and socially responsible individual. Deputy Prime Minister Dmitry Grigorenko will oversee the achievement of digital maturity of state and municipal administration by 2030. These issues will be addressed by the Ministry of Digital Development together with other ministries. A unified plan for achieving national development goals will be developed by the Ministry of Economic Development and the Ministry of Finance. It must be submitted by November 1, 2024.
