The official telegram channel of the Russian government reports on a meeting on improving labor legislation, where amendments to the Labor Code of the Russian Federation were discussed.
Amendments were discussed regulating the temporary transfer of employees to another job, providing for measures against wage arrears, etc., and a draft federal law on platform employment. According to the Minister of Economic Development, Maxim Reshetnikov, the provision of the bill on permanently consolidating the anti-crisis norm on the temporary transfer of an employee from one employer to another will become one of the elements of increasing the flexibility of the labor market and labor relations.
The Ministry also supports the consolidation and expansion of the work of private employment agencies, which makes it possible to increase the efficiency of the use of labor in the economy. Within the framework of platform employment (when job seekers are employed through aggregator platforms), it is proposed to introduce essential tools and define the concepts of “marketplaces” and “aggregators.” The bill's initiators propose to increase the responsibility of such platforms to job seekers, create conditions for social and pension insurance, and resolve disputes that arise by analogy with labor disputes.
