Russian Government approved concept of government needs procurement

The Russian government has approved the concept of improving procurement for state and municipal small-scale needs until 2027. The Prime Minister, Mikhail Mishustin, signed the relevant order.

“On instructions from the President, it was decided to systematize the procedure for conducting them for small needs - up to 600 thousand rubles. The concept provides for the introduction of uniform rules for such purchases, allowing customers to quickly meet their needs for goods, works, and services and ensuring centralized accounting and traceability of purchases. A special catalog will be created with a description of specific products - with an emphasis on digital certificates of domestic industrial products so that the customer can choose the best price offer. “Unified requirements for information systems that will be used to carry out such procedures will also be established, primarily in terms of reliability and security,” the official statement of the authority said.

As the Chairman of the Russian Federation's Cabinet of Ministers noted, the result can be appealed.

“Several other tools are available that will speed up small and frequent purchases and, most importantly, make them more transparent. Of course, they will facilitate the participation of medium and small enterprises, which, by the way, employ about 30 million people,” Mishustin explained.

Previously, Russia increased the share of subsidies for the transition to natural gas.
