Vladimir Putin instructed regions to approve gasification schedules for Horticultural Non-profit Partnerships

Russian President Vladimir Putin recommended that the regions approve gasification plans for sites in the HNP by August 1. The head of state's instructions list is published on the Kremlin website.

“Recommend to senior officials of the constituent entities of the Russian Federation. <…> With the participation of a single gasification operator, regional gasification operators, and gas distribution organizations, approve plans and schedules for gasification of the territories where citizens garden for their own needs,” the document says.

In addition, the regions are recommended to organize work on organizing and holding extraordinary meetings of HNP members located in gasified settlements to decide on the technological connection of the common territories of the partnerships to gas distribution networks without attracting public funds.

In April 2024, the Russian government expanded the social gasification program to gardening partnerships. Plot owners in Horticultural Non-profit Partnerships (HNP) can participate in the program.

Gas networks will be installed free of charge on the boundaries of land plots located near gasified settlements. Title documents must be drawn up for home ownership and land. The household owner or the chairperson of the HNP can submit an application for connection. The decision on additional gasification must be made at a general meeting of HNP members, and its minutes must be attached to the application for connection.

The government launched the social gasification program in 2021 on behalf of the president. The president instructed the government to expand the program and lay gas networks to the borders of gardening partnerships.
