Housing and utility services main problems named by State Duma deputy from Bashkiria

“I will not reveal a secret to you if I say that the entire utility infrastructure of the Russian Federation, including heat, water, and sanitation, except for electricity and gas supply, is characterized by high wear and tear. According to the Ministry of Construction of the Russian Federation, almost 42% of networks need replacement or repair. Of the total length of 943 thousand kilometers of networks, 393 thousand kilometers must be replaced.

Another feature of the utility sector, due to the high social importance of utility services, is the policy of keeping tariff growth to a minimum level, which does not allow for increasing the pace of replacement and modernization of networks.

Despite the President of the Russian Federation outlining the task of investing up to 4.5 trillion rubles in the modernization of utility infrastructure by 2030, there is a glaring absence of a systematic approach. This lack of a comprehensive strategy hinders significant improvements in reducing the wear and tear of networks, thereby failing to enhance the comfort of living and the quality of public services.
