Pollutants list updated for state regulation measures adoption in Russia

Tatyana Aksyutina

The Russian government has signed a decree approving a new edition of the list of pollutants subject to state regulatory measures in environmental protection.

The list is necessary for regulating emissions and discharges of pollutants and calculating fees for negative environmental impacts.

At the direction of the country's president, the Russian Ministry of Natural Resources updated the document to increase the efficiency of environmental control and improve environmental quality. The additions were prepared based on scientific research and law enforcement practice.

The updated list has added 79 substances that pollute air, water bodies, and soil.

Among the 38 substances that supplement the section “For atmospheric air” are carbon (soot), heavy metals and their compounds (beryllium, zinc, and barium), sodium hydroxide, vinyl chloride, abrasive and asbestos-containing dust, resinous substances in aluminum production emissions, and also thiols.

The section “For water bodies” is supplemented with 17 substances, and the section “For soils” – with 24 substances. No changes were made to the lists of radionuclides.

The introduction of state regulation measures for new substances will be phased, taking into account the deadlines for enterprises to obtain environmental permits.

Previously, Bashinform News Agency reported that under the federal Clean Air program, emissions of pollutants into the atmosphere will be reduced in Bashkiria.
