Laws regulating budget, tax, and customs tariff policy have changed in Russia

Amendments have been made to federal legislation aimed at implementing the provisions of the main directions of the budgetary, tax, and customs tariff policy.

As Bashinform News Agency learned, following federal law, developer services are provided based on an agreement for participation in shared construction, according to which the objects of shared construction are residential buildings, residential and (or) non-residential premises, parking spaces that are part of apartment buildings, are exempted from value-added taxation.

In addition, from July 1, 2023, operations for the sale by an organization carrying out tour operator activities of a tourist product in domestic or inbound tourism are exempt from value-added tax.

The law establishes personal income tax rates of 13 percent and 15 percent (for income over five million rubles) regarding remuneration received by remote workers who are not tax residents of the Russian Federation, working under an agreement with Russian organizations, with separate subdivisions of foreign organizations.

The federal law also provides for the establishment of a state fee for legally significant actions related to making changes to the register of producers of beer and beer drinks, cider, and mead, as well as licensing activities for the production and circulation of tobacco products, nicotine-containing products, and raw materials for the production of such products.
