The Ministry of Construction of Russia has begun developing special accounts for accumulating utility bills.
This initiative should radically change the existing system of payment for utilities. Management companies will no longer be able to manage tenants' money freely.
As Vladimir Koshelev, the first deputy chairman of the State Duma committee on construction and housing and communal services, explained, now the money goes to the accounts of the management company, becoming their property. As a result, house residents can find out what they spend only once a year - during the approval of the expense report and the plan for future expenses. And unscrupulous organizations often take advantage of this.
With the introduction of the new system, people will be able to be sure that their funds are being spent as intended.
As Bashinform News Agency learned, special accounts will allow the management company to transfer money only to those organizations that supply water, heat, and electricity to homes.
