

The Law on the Continuous Management of Multi-Apartment Residential Buildings (MARD) specifies Articles 199 and 200 of the Housing Code and the cases in which a management company operates after the license expires. One of the Law’s drafters, State Duma deputy Sergei Kolunov, announced this.
As Bashinform News Agency clarified, before the adoption of this document, legal norms determined the continuation of the work of the management company for the maintenance of MARD only in cases where the corresponding activity of the management company was terminated: due to exclusion from the register of licenses, termination of the license or cancellation of the license.
Article 200 of the Housing Code of the Russian Federation charged the management company with the obligation to continue working until another manager appears at the house - until a new company is elected or the owners of the HOA are created.
“The management company’s obligations to manage an apartment building will remain, even if its license expires. Thus, adopting this Law will make it possible to make the management of MARD continuous,” Sergey Kolunov specified.
