State property lease bidding will be exclusively electronic from October 1

Auctions for the lease of state property will be held exclusively in electronic format from October 1 of this year. "Paper" auctions will become a thing of the past.

“Trading will be organized only on electronic platforms where open procedures are carried out following the Federal Law “On the contract system in the field of procurement of goods, works, and services to meet state and municipal needs.” A digital application for participation in a competition or auction must be sent to the operator of the electronic platform and certified with a qualified electronic signature. Paper applications will not be accepted,” commented Fania Nafikova, Republican Deputy Minister of Land and Property Relations.

A list of properties has also been determined, according to which auctions will be held as a competition. These are, for example, communal infrastructure systems and other communal facilities, public transport, non-residential infrastructure premises to support small and medium-sized businesses, objects that make up the property complex of technology parks in high technologies, etc.

The innovation will increase the number of bidders, which will lead to a smaller number of cases of bidding being declared invalid. It will also allow choosing the winners of the bidding who offered the highest price or the most favorable contract terms. This will increase revenues from leasing state and municipal property to the budgets. In addition, the document will significantly simplify the procedure for conducting tenders, making participation more accessible and transparent.
