Preferential mode of industrial clusters operation will work from January 1, 2023

At the International Business Week in Ufa, a new mode of operation of industrial clusters was discussed.

“Participants of industrial clusters will be provided with long-term loans at a rate of no more than 3-5% for up to 15 years, and it is expected that insurance premiums will be reduced to 7.6%. Buyers of new products will receive subsidies of up to 150 million rubles to purchase a starting batch after launching a new production. Creating a comfortable tax and customs regime is also included in the plan; the goal is to simplify the administration of participating industrial enterprises and reduce the number of inspections. And, importantly, to ensure guaranteed demand for innovative products of industrial clusters,” said Andrey Shpilenko, director of the Association of Clusters, Technoparks, and SEZs of Russia.

The documents for obtaining state support after introducing preferential treatment will be halved. The parameters for confirming the status of a member of an industrial cluster have also been simplified. A prerequisite for obtaining support measures is the production of import-substituting products.

“I would like to draw your attention to the fact that there are incentive measures that require cluster projects to be implemented within the framework of special investment contracts. We are discussing income tax and reducing insurance premiums to 7.6% for seven years. In addition, to enjoy preferential treatment, all clusters must be accredited by the Ministry of Industry and Trade of the Russian Federation,” said Leonid Danilov, deputy director of the federal department.

The project implementation tool using the industrial cluster mechanism has been operating in Russia since 2014. During this time, 51 industrial clusters have been formed in the register of the Ministry of Industry and Trade of the Russian Federation in 38 regions of the country.

“Bashkortostan is one of the pilot regions of Russia in introducing new approaches to the development of clusters,” said Azamat Yulgutlin, director of the Association of Clusters of Bashkortostan. - Today, the region has three clusters in the Ministry of Industry and Trade register: furniture, aviation, and industrial. From day to day, we expect two more to confirm compliance with federal requirements - agro-industrial and machine-building.

The creation of clusters of light industry and machine tool building is being worked out. The republic has its mechanism of state support for participants in industrial clusters - in the form of grants. In addition, we are actively using such an instrument as concessional loans from the Industrial Development Fund. Over the five years of operation, the regional Industrial Development Fund has supported 107 projects with a total investment in the economy of Bashkortostan of more than 40.5 billion rubles,” said Azamat Yulgutlin.
