Owners of import-substituting enterprises will be given land plots without bidding

Entrepreneurs setting up the production of import-substituting products will be able to lease state or municipal land plots in a simplified manner - without bidding.

The order was signed by Prime Minister Mikhail Mishustin.

The new order will also affect gardeners and citizens who have personal subsidiary plots. State or municipal land plots previously leased to them may be redeemed by citizens without holding an auction. The transaction will take place on the condition that the land supervision authorities have not revealed any violations in the treatment of land. This will greatly simplify the lives of citizens who had plots located on state or municipal lands.

Besides, the state will be able to equally exchange state or municipal land plots for private land, if it is required for the construction of socio-cultural and communal facilities. This rule will also be applied in the implementation of large-scale investment projects.
