

The plan is in line with federal anti-crisis measures, divided into 10 sections, including accelerating the use of budget funds, supporting small and medium-sized businesses, supporting industries, diversifying exports, and ensuring critical imports. This was announced at a meeting of the Government RB by Deputy Prime Minister Rustam Muratov.
The plan provides for measures to support development tools - the creation of a cluster development agency, a tourism academy, the launch of an innovation development center, the organization of a reverse engineering center, and the creation of a special administrative region.
The construction industry was named one of the key areas in need of state support measures.
“A lot of work has been done to optimize and reduce the time for the development and approval of urban planning documentation, and legal regulation in the construction industry has been simplified. Valid building permits expiring before August 1, 2022, will be automatically extended by one year. In addition, a whole range of solutions is provided to support developers. The first is to stimulate demand for housing. The measure of subsidizing the loan rate for developers up to 15% has become expected and timely,” Prime Minister Andrey Nazarov said.
According to Deputy Head of the Ministry of Construction RB Aleksey Novikov, the region has not yet seen a cessation of construction and a stoppage of enterprises producing building materials.
The headquarters also considered support for the IT industry, which turned out to be the most sensitive to sanctions pressure. The Russian government allocated 21.5 billion rubles for these purposes. Among these measures are the introduction of tax preferences; a moratorium on inspections; deferment from the army for IT specialists; allocation of funds to companies to improve the living conditions of employees; concessional loans for current activities and implementation of new projects; increase in grant support for promising domestic solutions.
As additional measures at the regional level, benefits were proposed for IT companies on regional taxes that are on a simplified taxation system; creating more favorable conditions for obtaining grants.
