Сommissions for withdrawing cash from account can’t be charged - Central Bank

The Bank of Russia has temporarily banned banks from taking a commission from citizens when issuing cash from accounts and deposits opened in foreign currency. If a person withdrew money from a foreign currency account after March 9 and paid a commission for this, the bank is obliged to return it. This order will be valid until September 9.

If the commission has already been withdrawn, you need to apply to the bank for a refund. The money must be returned within three days - credited to a bank account or issued in cash in rubles or US dollars. In the event that the client has already received $10,000 from the account during the period of temporary restrictions on the issuance of currency, the commission will be returned in rubles.

When a depositor withdraws cash from an account opened not in dollars, but in euros or other currencies, it is converted into dollars or rubles. The regulator clarified that in such cases, banks must convert the currency at the official rate of the regulator. Banks can use their rates only if they are more beneficial for the client.

 If a person received a transfer from abroad or wants to withdraw money from an electronic wallet, it can be withdrawn only in rubles. But the amount will be converted into rubles also at the official rates of the Bank of Russia or more favorable rates.
