A draft law "On the budget of the Republic of Bashkortostan for 2022 and the planning period of 2023 and 2024" has been submitted to the State Assembly - Kurultay RB. The Minister of Finance of the republic, Lira Igtisamova, submitted the documents to the Deputy Chairman of the State Assembly, Rustam Ishmukhametov, and the heads of the Committee on budgetary, tax, investment policy, and property relations.
Following the legislation, budget documents are submitted to parliament by November 1 and are reviewed by all parliamentary committees.
According to the regional parliament speaker, Konstantin Tolkachev, the figures presented in the bill for the second reading may be adjusted based on proposals from the deputies and the Government RB in connection with the consideration of the federal budget.
"At present, the budget revenues of the republic for 2022 are forecasted of 228.3 billion rubles, expenses - 243.3 billion rubles," Konstantin Tolkachev said. "The deficit is planned for 15 billion rubles. The sources of its funding have been identified. Regardless of the final parameters, the budget will be socially oriented. The distribution of budget revenues will be aimed at the maximum fulfillment by the state of its obligations to citizens".
The priorities of the budgetary policy of the region will cover the improvement of the level and quality of life of people, the development of the health care system, education, support of socially unprotected groups of the population, etc. Two-thirds of the expenditures will be on social areas. Budgetary support for the economy is focused on developing the real sector and stimulating entrepreneurial activity.
