Bashkiria plans to attract investors to housing and communal services by providing "preferential tariff"

In Bashkiria, they plan to attract investors to housing and utility services by providing a "preferential tariff". It will increase profitability by setting different prices for the population and other consumers. In the republic, 22 concession agreements have been concluded in the housing and utilities sector for a total of 1.955 billion rubles, valid until 2043. They relate to objects of heat and water supply, wastewater disposal.
This information was announced on May 17 at a meeting of the government of Bashkiria. According to the Ministry of Housing and Utilities, 13 projects of concession agreements with a planned volume of investments of more than 670 million rubles are currently in the works.
58 investment programs are being implemented within the framework of concession agreements and on lease terms.
However, as the Interim Minister of Housing and Utility Services of the Republic of Bashkortostan Irina Golovanova marked, the sphere remains quite unattractive for private investment. Among the negative factors are the inclusion of value-added tax when concluding concession agreements, a high interest rate for bank loans, and high depreciation of objects (from 50% to 80%), which requires significant investments.
The meeting participants discussed the issue of a "preferential tariff", that is, to allow investors to apply different tariffs for the population and legal entities."
The head of the republican government, Andrei Nazarov, instructed the ministry and departments to study the experience of the regions already applying the "preferential tariff" and introduce it.
