Over four years, 2,300 proactive budgeting projects have been implemented in Bashkiria

In Bashkiria, in 2016-2019, 2,300 proactive budgeting projects were implemented (with the participation of citizens in the distribution of local budgets, with an investment of 3% of the project cost). The region is the leader in the use of participatory mechanisms, said Azat Yangirov, director of the Institute for Strategic Studies of the Academy of Sciences RB at the Urban Environment forum.
For comparison: 211 projects have been implemented in the Tomsk Region, 430 in the Perm Territory, 346 in the Stavropol Territory, and 734 in the Orenburg Region. Total, the proactive budgeting is practiced in 68 regions in the Russian Federation.
This year, the residents of Bashkiria have chosen the following projects as priority ones: repair of 212 schools and kindergartens, repair of 134 roads, 79 culture houses, 55 water supply facilities, 57 landscaping projects.
According to the results of 2018, Bashkiria became the best in two categories: “Financial support for proactive budgeting projects at the expense of the regional budget” and “Best practice for developing competencies in the field of proactive budgeting”.
In 2019, 400 million rubles were allocated for the program of people’s initiatives support, 500 million are planned for 2020. One project can receive support in the amount of up to 1 million rubles. Projects are financed from three sources - the budgets of the region and the municipality, the funds of the population (and/or local business).
