Ministry of Economic Development proposes to change approach to poverty assessment in Russia

The Ministry of Economic Development of Russia has prepared a draft government decree proposing to change poverty assessment. This was reported in the relevant document on the Federal portal of draft regulatory legal acts.

As follows from the document, this will lead to a reduction in poverty and an improvement in the provision of social assistance to the population.

To improve the quality of poverty statistics in Russia, since 2020, Rosstat will compare the indicators taking into account the data of the Federal Tax Service and the Pension Fund of Russia.

Separately, it is proposed to study poverty among pensioners and families with children. Verified data for the country and each region will be published on December 29. Innovation should help in the provision of state social assistance.

Thus, from 2020, monitoring of the living conditions and finances of the elderly generation in 25 thousand households will begin. And from 2021, the incomes of 160 thousand households will be sampled, with attention to families with children under 18 years of age.

As a result, it is planned to collect information on living conditions by socio-demographic groups of families.

According to the Federal State Statistics Service, the poverty level fell to 12.9 percent in Russia in 2018. 18.9 million Russians currently live below the poverty line, which is the smallest indicator since 2014.
