Bashkiria authorities discussed markets to promote private entrepreneurship

The Government of Bashkiria discussed competition development issues. The meeting was attended by the deputy head of the Federal Anti-Monopoly Service Mikhail Evraev. He said that work on optimizing the law on public procurement continues (he is the creator of Federal Law-98 - the predecessor of Federal Law-44). The deputy head of the antimonopoly department reminded that in April of the current year, due to the adopted amendments, the public procurement system was significantly simplified. Thus, if you had to terminate the contract with the winner of the tender, the state customer can make an offer to the bidder who won second place.

Now another package of amendments is being prepared, which will correct “the remaining distortions and introduce technologies that will allow the customer to purchase in just one day,” said Mikhail Evraev. It is assumed that the package will be adopted at the spring session of the State Duma, "and there will be a great breakthrough in the field of public procurement."

The Deputy Head of the Federal Antimonopoly Service analyzed the situation with competition in the markets in Bashkiria, focusing on the passenger transportation sector. Last year, the share of private carriers on municipal routes was 1%, on inter-municipal - 10%. The federal agency believes that its share in 2021 should increase to 20% and 30%, respectively.

The head of Bashkortostan Radiy Khabirov objected to him, having marked that passenger traffic had an essential social function.

He was supported by colleagues who noted that even in the capital, the main carriers are state-owned companies: GUP Mosgortrans and GUP Moscow Metro.

There is room for growth in the share of private veterinary laboratories in the markets of Bashkiria - now it occupies 9%. 0.27% is the share of students in private licensed schools, 0.4% is the share of children in private licensed kindergartens. Compulsory medical insurance services rendered by private medical companies amounted to only 5.6%. In the road market, private companies occupy 50% and could occupy even more, experts say.
