Bashkiria authorities have discussed legality of land allocation for apartment buildings

The legality of the land allocation for apartment buildings construction was discussed at a meeting on the rule of law in the region held by the Acting Head of Bashkortostan Radiy Khabirov yesterday. The republic is the “leader” in the Volga Federal District by the number of defrauded homebuyers, and it is necessary to figure out how this has become possible, the head of the region said.

According to the Acting Head of the Republic, the department of control over the shared construction of the State Committee for Construction RB studied 86 applications for compliance of developers and project declarations with the requirements of the federal legislation. Twenty-one applications received an adverse determination. “This suggests that we, within the framework of the new federal law, have already been able to prevent new cases of defrauded real estate investors appearance,” said Radiy Khabirov.

He also addressed the issue of the social infrastructure lack in new residential complexes: To date, there are 44 agreements on the development of built-up areas and four agreements on the integrated development of the housing construction territory in Ufa. All of them include the creation of engineering, social, and municipal infrastructure. However, this obligation is often violated.

This year, the administration of Ufa has filed 14 lawsuits for the recovery of the redemption price under the territory development contracts in the amount of about 1.2 billion rubles. Suits for almost 800 million rubles were sustained.

Radiy Khabirov used the Ufa region as an example, where during the formation of the developer’s obligations, all issues of building social infrastructure were clearly specified.

“And I would like to reaffirm that we will fulfill all obligations to residents deceived by real estate investors. We will do it with the help of state bodies, as well as with the help of responsible developers”, said Radiy Khabirov.
